You left off the choices but we don't need them.

The point slope form, a line with slope m through (a,b), is

y - b = m(x-a)

We have m=1.8 and (a,b)=(-4.5,1.4) so

Answer: y - 1.4 = 1.8(x + 4.5)

You'll have to find that one among the choices yourself.

We solve for y to get the slope intercept form

y = mx + (b - ma)

Here we have m=1.8 and (a,b)=(-4.5,1.4) so

y = 1.8x + (1.4 - 1.8(-4.5))

y = 1.8x + 9.5
