we are given

(2x^4-x^3-15x^2+3x)/(x+3)

we can also write as

(2x^4-x^3-15x^2+3x+0)/(x+3)

now, we can use synthetic division method

so, we get

(2x^4-x^3-15x^2+3x+0)/(x+3)=(2x^3-7x^2+6x-15)+(45)/(x+3)..................Answer
