What is the primary responsibility of oversight bodies (such as an irb or iacuc)? To determine if authorship credit has been correctly specified. To ensure that a study is methodologically and technically sound. To detect compliance with regulatory requirements, including those relating to protecting research subjects. To assess whether the research team has completed data management training?

I believe the answer is: To detect compliance with regulatory requirements, including those relating to protecting research subjects.

Research that conducted in the name of science could potentially created a certain harmful effect to the subjects if not regulated properly (i.e drug testing, psychological conditioning, etc). Because of this IRB or IACUC were established, to ensure that the researchers would always put the safety of subjects and environment above the success of the study.
