The slope-point formula of a line:


y-y_1=m(x-x_1)

We have:


m=1.8,\ (-4.5,\ 1.4)\to x_1=-4.5,\ y_1=1.4

Substitute:


y-1.4=1.8(x-(-4.5))\\\\\boxed{y-1.4=1.8(x+4.5)}
