n+4 is less than or equal to (symbol) 13

So the error here is that they used the < (less than) symbol instead of the ≤ (less than or equal to) symbol. With this verbal sentence, "no more than 13" implies that it can be 13, but cannot go past that.

The correct inequality is: n + 4 ≤ 13.
