why might people be more inclined to put up with a government that is less than satisfactory rather than change it

Because they might not feel inclined to change anything about their government if they know their change won’t be effective. (Let me know if this doesn’t make sense and I can rephrase it!)

The correct answer to this open question is the following.

According to Thomas Jefferson in the Declaration of Independence of July 4, 1776, people don't change governments for simple reasons or light problems, and that people are inclined to put up with a government that is less than satisfactory instead of changing it because they do not feel they have the power to overthrow it and the government could enforce more laws and punish the citizens.
