You can multiply your equation by 24 to eliminate fractions.

... 9 = 24r + 16

Subtract 16 to get the variable term by itself.

... -7 = 24r

Divide by 24 to get the variable by itself.

... -7/24 = r . . . . . . the solution to your equation

r+(2)/(3)=(3)/(8)\ \ \ \ |-(2)/(3)\\\\r=(3)/(8)-(2)/(3)\ \ \ \ |\text{the common denominator is}\ 24\\\\r=(3\cdot3)/(8\cdot3)-(2\cdot8)/(3\cdot8)\\\\r=(9)/(24)-(16)/(24)\\\\r=(9-16)/(24)\\\\r=-(7)/(24)
