To find the amount he has spent on utilities,first we need to find the percentage,which we can find that he spent 7%on utilities and 9% on rent. We can then multiply the total amount($25000) by (7% + 9%)to find the amount he has spend on utilities and rent:

25000×(7%+9%)
=25000×(0.07+0.09)
=25000×0.16
=$4000

Therefore the answer is $4000.
