What is the concept of rule of law

The concept is that no one is above the law so EVERYONE has to follow it.

As interpreted in the Oxford English Dictionary, the rule of law is the power and authority of law in community, particularly when seen as a limitation on personal and institutional management; (consequently) the system whereby all members of a community (involving those in administration) are recognized proportionately subject to publicly exposed statutory principles and means." Accordingly, the expression "the rule of law" applies to a federal situation, not to any particular legal rule.
