There clearly is a typo in the answer: I assume the price for the first ounce is 0.50$, and then you pay 0.21$ for each additional ounce.

So, the price of a letter is
0.50 + 0.21a

where
a is the number of additional ounces.

If you paid 1.34$, the equation is

1.34=0.50 + 0.21a \iff 0.21a = 0.84 \iff a = (0.84)/(0.21) = 4

So, your letter weights 4 additional ounces.
