To answer this question it is helpful to firstly define the terms nation and state.

  • Nation: community of people sharing a common culture, history or language, and who live within a state or territory.
  • State: is a territory which is politically organized under a government and a legal system.

Nations can become states when the group of people which constitutes the community is politically organized under a goverment and when they legitimately own a territory where they can settle.
