JK has endpoints J(-3,-1) and K(0,3).

Consider the length of JK.

For the given points
(x_1,y_1) and
(x_2,y_2), distance(or length) is given by the formula
√((x_2-x_1)^2+(y_2-y_1)^2)

Length JK =
√((0+3)^2+(3+1)^2)

=
\sqrt {25}

= 5 units

RS has endpoints R(1,1) and S(4,4).

Length JK =
√((4-1)^2+(4-1)^2)

=
\sqrt {18}

=
3 \sqrt2 units

Since, length of both the segments are not equal.

Therefore, the segments JK and RS are not congruent.
