The balance between corruption and positive accomplishment by the Reconstruction-era state governments in the South is shown below:

For the positive side: there were public education system and work programs. While 20 black people served in the US HOR between 1869 and 1901.

For the corruption side: there were race segregation in school, and Freedmen’s Bureau took back the lands from the blacks and gave it to the whites. No black man was elected governor in the Southern states between 1869 and 1901.
