The problem should look like this:

-16+((x)/(-4)) =-3

The quotient means the answer given when two numbers are divided. The two numbers are an unknown value (x) and -4.

The rest of the problem is solved here:

-16+((x)/(-4)) =-3\\ \\ (x)/(-4)=-3+16\\ \\ (x)/(-4)=13\\ \\ x=13(-4)\\ \\ x=-52

So if your solving for x this would be the answer. If you're just looking for how the problem is set up as the answer then the answer is the first equation given :
-16+((x)/(-4)) =-3

Hope this helps!
