Let C represent the total cost (in dollars), and let S represent the amount of sugar (in tons) transported. Write an equation relating C to S, and graph your equation.

To solve this problem you can think of a standard form of equation for straight line:

y=mx+b, m=slope, b=y-intercept.

For given problem:

x=amt of sugar in tons=S

m=$100/ton

b=$2800 initial fixed cost

y=total cost=C

C=100S+2800

sorry, I don't have the means to draw a better graph, but at least you can see the y-intercept at $2800 and the gradual increase in total cost as the tonnage increases
