Mark the fee as x. Then, make the following equation :

x + 7 * 1.2x = 470 \\ x + 8.4 x = 470 \\ 9.4x = 470 \\ x = 470 / 9.4 \\ x = 50
The initial fee is $ 50, and the hourly rate is 1.2 times higher. Thus, the hourly rate is

50 * 1.2 = 60
Her hourly rate is $60.
