The popular belief is that they do. The process has to be happening over time for it to be effective and bring on an actual change.

In general, fads and fashions reflect and reinforce the values and norms of a society. Fads and fashions tend to become popular because they respond to a need or a taste that a particular society exhibits.

For example, during the 1920s, women became more liberated and able to participate in society. This was reflected in their fashion. Dresses became shorter and lighter, and women engaged in behaviours seen as forbidden to them in the past, such as smoking or driving.
