Probability is defined as number of favorable outcomes divided by total number of events.

probability =
(number of favorable outcomes)/(total number of events)

Now as we have been given,

total number of cats= 2

total number of dogs = 4

so total number of animals (events) = 6

we have been asked the probability that 2 cats can be seen

so probability =
(2)/(6) =
(1)/(3)

Hence the answer is option A.
