The given equation has a slope of
(-9)/(7). Parallel lines have the same slope.

Point-Slope formula: y - y₁ = m(x - x₁) ; where (x₁, y₁) is the point and "m" is slope

y - y₁ = m(x - x₁)

y - (-4) =
(-9)/(7)(x - 2)

y + 4 =
(-9)/(7)x +
(18)/(7)
