"True" democracy is when the people have the power (generally the same), and have a direct voice to their government. While we call the US a democratic country, we are actually democratic federalism, in which we vote for people to vote for the general people. The more votes garnered by a certain party would have more voice inside the government.
A True democracy can be seen in Athens, in which each citizen has the same amount of voice, and can vote for all public laws, regulations, war, peace, & treaties, and others.
