I am not sure if it is being divided by (2y) or by (2y - x) so will solve for both:

(2x - y + 13)/(2y - x) =
(2(3) - (4) + 13)/(2(4) - (3)) =
(15)/(5) = 3

(2x- y + 13)/(2y) - x =
(2(3) - (4) + 13)/(2(4)) - 3 =
(15)/(8) - 3 =
(15)/(8) -
(24)/(8) =
(-9)/(8)
