He will need to cut 13 feet of braid to go all the way around.

work:

4+4=8 and 2.6+2.6=4.12

one foot = 12 inches, so 4.12= 5 feet

8+5= 13

You require to find the perimeter of the carpet.

Perimeter = 2xLength + 2xWidth


Perimeter = 2 x 4 + 2 x 2ft 6 ins.

Perimeter = 8 + 5 ft

Perimeter = 13ft

13ft of braid is required.
