Does everyone float, or can some people just not?

everyone has to float it is biologically supposed to happen because because your lungs are full of air, like a balloon, and like a balloon, the air in your lungs lifts you to the surface naturally, if you dont float your dead.

Does everyone float, or can some people just not?
