He came to power at the age of 39 and did more than any other ancient dictator to build a legacy. He carried out a series of reforms that would unify the country and build a lasting empire. Emperor Qin created a dynasty, created a system of standardized measures, scripts, language, roads. He also began building the Great Wall of China, the most ambitious engineering project in all history. The emperor Qin created a police state in ancient China. He persecuted Confucians, he enslaved people, he castrated prisoners', he basically allowed no private citizens to have their own weapons. When we talk about dictatorial control, this is a perfect example of it.
