Leading coefficients are the numbers written in front of the variable with the largest exponent.

Consider the expression
4x-8x^2+7-2x^2. First, here you can see two terms
-8x^2 and
-2x^2 with x powered to second degree. Then

4x-8x^2+7-2x^2=(-8x^2-2x^2)+4x+7=-10x^2+4x+7.

The term with the variable with the largest exponent is
-10x^2 and the leading coefficient is -10.

Answer: Angela's statement is not true.
