The core belief that leads americans to look favorably on government programs that try to equalize opportunity but less favorably on welfare-style programs is individualism.

The state should try to provide for equal opportunities, but according to this belief success is achieved by one's work. Welfare-style programs provides to everybody despite they have worked hard to overcome their lacks or not. It benefits all the same, despite they are hard-workers or not.
