So to solve the inequality, you need to isolate the variable w, and to do that you need to multiply both sides by -2. However, since you're multiplying by a negative, you will need to flip the sign as well. After you do this, your answer will be
w\leq 14

Now to graph this, since this is ≤, there will be a closed circle on 14, and since it's "less than" the line will be going to the left of 14.
