How did Constantinople add to Diocletians reforms

Constantinople joined the Diocletian reform by establishing two points in its law. First, the declaration of freedom of worship in the year 313, which would end the persecutions of Christianity, which later became the official religion of the empire. Second, the inauguration of the new capital of the Roman Empire, Constantinople, which would reduce Rome to a secondary city after a thousand years of rule.
