court gained power to rule on apportionment laws. bicameral states became equally apportioned. each persons vote became protected under “one person, one vote” policy. bias reapportionment was totally done away with and changed the fundamental voting structure of the united states. balance of power shifted from urban centers from rural areas in states like tennessee
