Note that when there is a number with power inside the parenthesis, and a power sign outside the parenthesis, you must multiply

(3^8)^-2 = 3^-16

(2^-5)^-2 = 2^10

(9^0)^-2 = 9^0

Simplify

3^-16 = 1/43,046,721

2^10 = 1024

9^0 = 1

Multiply

1/43,046,721 x 1024 = 1024/43046721 = 0.0000237881

0.0000237881 = 2.37881 x 10^-5

Answer are bolded. Not sure which one you want.
