Which emperor decided to split the empire into an eastern and western half?

The answer is Diocletian.

November, 284, A.D. Diocletian was a very powerful Roman general which at the time declared himself emperor, one of his first orders were to split the Roman empire east and west. He gave the western half to Maximian his colleague and friend.

I don't know what happened to the eastern half.
