Congress could raise money only by asking the states for funds, borrowing from foreign governments, or selling western lands. In addition, Congress could not draft soldiers or regulate trade. There was no provision for national courts. ... The Articles of Confederation created a very weak central government.

Answer:

Due to limited authority, Congress could only ask the states for the tax, it couldn't collect directly. There were two ways to collect money either borrow money from other governments or sell the western lands. Because of lack of funds, Congress couldn't build an efficient army and failed in regulating trade.

The Confederation depending on the willing struggles of the states to give tax funds to the federal administration. There was no supremacy of courts. It is constitution which later on, give authority to federal government and authorized courts to work.
