According to the excerpt, the court cannot reach the solution because the findings are inconclusive. Brown v. Board of Education was a famous case on establishment of separate public schools for white and black. The case successfully ruled out the separate schooling system. As the excerpt confirms it, there was no meaningful ground to keep the system.
