The sum of twice a number and 5 is at most 3 less than the number

So this is our inequality in algebraic terms:
2n+5\leq n-3

Firstly, subtract n on both sides of the inequality:
n+5\leq -3

Next, subtract 5 on both sides of the inequality, and your inequality is
n\leq -8
