Since Jewish people were being viewed as sub-human, it was a lot easier for them to be treated as such. It would raise a lot of red flags for innocent people to have been being tortured and killed, but a group being portrayed as greedy, mischievous, and a threat to everything people held dear? People were willing to let it slide. And if they weren't, they were outnumbered.
