If the Length is 11 and the Width is 3 that makes the area 33. Now if you want all possible answers less than 33 then:
L: W: A:
11cm 3cm = 33cm
10cm 2cm = 20cm
9cm 1cm = 9cm
Now that's as low as you can get with whole numbers.
