Let the concentration of new vinegar solution is x%.

According to question, we will get

0.21*5 +0.6*13 = 0.0x*(5+13)

1.05 +7.8 = 0.18x

8.85 = 0.18x \\ x = 49.17

Therefore the new concentration of vinegar is 49.17% .
