Discuss why were the early mesopotamian city-states considered to be theocracies?

The early Mesopotamian city-states are considered to have been theocracies because in the ruling of the city-states the religion was heavily involved and had enormous political influence. The theocracies are exactly that, governments run by priest/deity, or even a king without a religious title but which is very religious itself, that put the religion first and everything in the country and the daily lives of people is dictated by the religion.
