Filibustering is a political action where politicians will purposefully make a long slow speech in order to use up time so that a vote cannot be taken and a law cannot be passed. It is an obstructive action to make sure there is delay in law getting passed.
Pork barreling is when a lot of government money is spent on a certain local project in order to win votes of the people who live in that area.
