The correct answer is A) Implied.

Alexander Hamilton was a fan of implied powers of the Constitution. This was based on his belief of a loose interpretation of the US Constitution. Hamilton felt that just because a power was not specifically mentioned in the Constitituon, that it does not mean the federal government cannot have that power.

For example, Hamilton's idea of a national bank is NOT a power given to the federal government in the Constitution. However, Hamilton argued that just because this power is not directly granted to the federal government, it does not meant they cannot have this power. This is why Hamilton would pick implied powers, as it gives the federal government more power to create agencies that are not necessarily described in the Constitution.
