The correct answer is B.) A single ruler is in charge.

Both the monarchies and the dictatorships share a common trait in that that they are ruled by a single person that has the absolute power in the country. Very often the person in charge of the country uses the position in a bad manner so that he/she can accomplish some ideal of theirs, and at the expense of the population of the country which usually suffers because of it. Than again, on rare occasions, the ruler can be quite good for its people, but most often than not it is not the case, and they are blinded by the power they have.
