I believe the answer is: Net migration rate

Net migration rate refers to the difference betweeen the number of people that come into a certain area and the number of people that leave that area within the period of one year. When the number of people that come in is larger, the net migration rate is considered to be positive, and when the number of people that come out is larger, the net migration is considered to be negative.
