A good way to think of the amplitude of a sine/cosine graph is by asking how far from the center line its peaks and valleys are. Here, we can see that the graph reaches its highest point at 3 and its lowest point at -3. In both cases, their distance from the center line is 3, so the amplitude of the transformed function is 3 inches.
