I believe the answer is: People make decisions and input but its the representative who actually make the decisions for the best of people

One positive benefit of a republic compared to direct democracy is that one legislation often cannot harmonize with other legislation. Because of this, giving the citizens with the power to choose the type of legislation is extremely risky for the nation's stability.
