Two rules come into play here:

1) We cannot divide by zero. Thux, x cannot = -3.

2) The domain of the square root function is (0, infinity). This is the dominant limiting factor.

x + 3 must be > 0. Thus, x must be > -3

The domain of this expression is (-3, infinity).
