The light is made of different types of photon, which have different energy content depending on their frequency. When the photon falls on the solar panel, it needs to provide electron enough energy to escape the attraction from the nucleus of the atom. Hence, the energy of the photon should be high. So, the light with higher frequency is need for photoelectric effect because higher the frequency, higher will be the energy of the photon and it will lead to photoelectric effect.
