Intelligence is a ability to learn more things and consume less time for learning them.
For a person to called intelligent it takes a few factors: Environment, Education and Genetics.
If the person is raised in well cared environment and it is encouraged by his/her parents to start learning about things much earlier than other kids he/she will gain a bit higher intelligence because while he/she is a kid, evolving process is the fastest. Even when a kid grows up to teen he still could be encouraged to learn new things. Education has a same impact expect it ends at some time or rarely continues forever it's up to a person to decide about it. And finally genetics which is probably the most significant factor for intelligence. If your mother and your father are both intelligent it's very likely you are too. However if one of the parents is intelligent and other is not then the intelligence is inherited recessively, what that means is that the chances of you being intelligent is 25:75.
Surroundings do not have a direct influence on one's intelligence it must include genetic factor or educational factor for a person to be encouraged to start being called an intelligent person.
