If you mean


A+\left[\begin{array}{cccc}11&17&-8&13\end{array}\right]=\left[\begin{array}{cccc}0&0&0&0\end{array}\right]

there is a solution and it is the opposite of the matrix constant on the left.


A=\left[\begin{array}{cccc}-11&-17&8&-13\end{array}\right]

Adding anything with its opposite gives zero.
