Use the Pythagorean Theorm for right triangles where the squares of the two legs equal the square of the hypotenuse.

{a}^(2) + {b}^(2) = {c}^(2)
Plug in the known leg and hypotenuse.

{15.3}^(2) + {b}^(2) = {35.6}^(2)
Simplify by squaring.

234.09 + {b}^(2) = 1267.36

{b}^(2) = 1033.27
Isolate b by square rooting both sides.

b = 32.14
The result is rounded
