What does montesquieu say about the idea of the executive limiting the legislative power?

Montesquieu believes that by regulating the duration of the assemblies and the time of gathering based on the situations, the executive power is limiting the legislative power.

On the other hand, by examining in what way laws have been accomplished or carried out, the executive power can be limited by the legislative power.
